This user's lines are with an operator that does not offer stopping data on its own, so nothing was changed.

When it occurs

Data is stopped for a user whose lines are with an operator that cannot stop data alone.

What to do

Those lines carry one plan for the whole country and cannot have data stopped separately. Ending the line still works: POST /v1/numbers/{numberId}/termination on the Partner API, or POST /v1/user-plans/{userId}/termination on the Enterprise API.
