Port-in cannot be discarded

This port-in is not in a state that allows discarding it, so nothing was changed.

When it occurs

A port-in is discarded before it was rejected or failed, or after a newer port-in for the same number took the number over.

What to do

Only a REJECTED or FAILED port-in can be discarded, and not while a newer port-in for the same number is in flight or once one has succeeded. GET /v1/port-ins/number/{numberId} lists every port-in for the number.
